GEORGE JAHN Associated Press= VIENNA (AP) — India enjoys special status to import nuclear technology despite its refusal to sign a key treaty limiting the spread of nuclear weapons. But it feels its favored position suddenly threatened after 46 supplier nations agreed to tighten rules on equipment sales that could be used to make such arms.
